Overview

The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) are concerned with protection against risks from fire, explosion and similar events arising from dangerous substances used or present in the workplace. They set minimum requirements for the protection of workers from fire and explosion risks related to dangerous substances and potentially explosive atmospheres. The Regulations apply to employers and the self-employed and apply at most workplaces in Great Britain where a dangerous substance is present, or could be, present. DSEAR revokes, repeals or modifies a large amount of old legislation relating to flammable substances and dusts. The key requirements are that risks from dangerous substances are assessed and eliminated or reduced. This ACOP provides practical advice on the duties arising from regulation 6 of DSEAR (control and mitigation measures). In particular, it details the requirements of ventilation, ignition avoidance and adequate separation to prevent or mitigate the risks of fire and explosion when dangerous substances are stored or used at the workplace.
