Overview
The Safety Climate Tool was created by HSE's expert scientists to assess the attitudes of workers within an organisation towards health and safety issues. It measures an element of safety culture – the ‘way things are done’ in your organisation when it comes to health and safety. This is a significant starting point for any organisation to continually improve and raise standards.
Using an online 40-set question survey, the Safety Climate Tool explores your workers’ attitudes and perceptions in key areas of health and safety, while guaranteeing anonymity. It scores your organisation against the eight health and safety factors: organisational commitment, health and safety oriented behaviours, health and safety trust, usability of procedures, engagement in health and safety, peer group attitude, resources for health and safety and accident and near miss reporting. Once the survey has been completed, it generates a comprehensive report and provides guidance that will help manage and improve the organisation’s safety culture over time.
What is safety culture?
Safety culture is often referred to as "the way things are done around here". It's a combination of the attitudes and values held, the behaviours and the management system within your organisation or departments that influences how something is done, rather than how it should be done.
Watch as HSE’s Chartered Psychologist Phoebe Smith guides you through the process of understanding and managing organisational safety culture.
Supporting resources and getting started
We are pleased to provide a wealth of supporting resources to help you build a firm foundation for your Safety Climate Tool. These include making the case presentations, stakeholder management guidance, example correspondence and publicity materials. These will guide you in setting up a successful survey and help to increase engagement with your workers.

"The Safety Climate Tool increased line manager engagement across all areas of our organisation. We introduced initiatives, such as the delivery of toolbox talks, an effective near miss reporting system and a health and safety management platform. The catalyst for these introductions was the HSE Safety Climate Tool."
"I find the tool a useful snapshot of company culture and positively for the business has shown improvements year on year. This means the business is heading in the right direction, not by management perceptions but by the employees themselves."
"The Safety Climate Tool has supported our cultural improvement strategy and it has clearly worked based on the survey data. The most important improvement was engagement. Delighted with the Tools’ output and all the supporting guidance that comes with it."
"The Safety Climate Tool is a great investment that allows you to drive improvement based on real and meaningful data from within your organisation and beyond. The ability to drill down into your demographics within the tool is powerful and helps to target focussed improvement where you see the best opportunities. I would not join an organisation without using this tool to begin the journey!"
"We decided it was time to start a structured safety culture journey. The SCT aligns well with our core values and integrated management systems, particularly regarding continual improvement. Being able to quantify our people’s perceptions across the eight factors has been invaluable as a ‘snapshot’ of where we are and will be the main tool, we use in measuring our progress. When combined with responses to the open questions, we have been able to build up a reliable picture of our safety climate."
